The creative proposal for the observation deck called One World Observatory.
Construction on the facility will begin in 2014, and when open in 2015,
will provide visitors with views on floors 100 to 102.
The observatory will be comprised of three floors: 100, 101 and 102.

Guests
will ride to the observatory -- on Floors 100, 101 and 102 -- on
high-speed "Skypod" elevators, which will surround them in a virtual
experience of being outside the building as they make their ascent in 60
seconds, P.A. officials said.
A pre-show theater called "See Forever" will allow guests to learn about the history and stories behind the construction of the building.
The observation deck will also include fine-dining and opportunities for visitors to purchase One World memorabilia.
